Owen McCourt and Jess Brackney - Contract Employee's of the Year


Owen McCourt Re-entry Care Coordinator

Owen McCourt

Owen is a Heartland RADAC employee who has proven to be a valuable asset to Offenders releasing to the Topeka area. He works in the community as well as in Lansing Correctional Facility and Topeka Correctional Facility to find resources and supports for their substance abuse issues. Owen completes substance abuse assessments before they are released from prison and follows up with getting them into treatment once they are in the community. He provides a compressive assessment for incarcerated clients, and monitors the clinical substance abuse needs to those preparing to be released to the community. Owen comes to the Topeka Parole Office every week to conduct a RADAC support group along with Topeka Parole Officers that have offenders that are struggling with their sobriety. Owen provides information about substance abuse as well as providing collateral resources such as sponsors, recovery coaches, mentors, support groups, case management, and mental health services. Owen lets the offenders know that he is there to help and assist them to work towards their recovery. Owen meets offenders where they are in their recovery process; he helps refer them to the level of treatment the offenders are willing participate in when they are ready, making good and appropriate use of resources. Owen always has a positive attitude and maintains a professional demeanor when working with the offenders and truly believes that the offenders can change their lives once they learn to live a “life of recovery”.   

Jess Brackney

Jess began her venture at Norton Correctional Facility as the Medical Records Clerk for Correct Care Solutions. She graduated Colby Community College with a Certificate in Medical Terminology and Transcription in 2003.  This position was a-dream-come-true for her. She learned many skills and trades to become knowledgeable in every aspect of the company. Many of her colleagues would classify her as "A Jack Of All Trades". She filled in in every department within the clinic as necessary. This was an inspiring and motivating experience! The gratitude she was shown from others was incredibly humbling.

This is where she truly believed she had found her calling in life. She wanted to help people more than anything. Working in the clinic not only allowed her to help the patients but also her fellow co-workers.

After working in the clinic for 4 1/2 years, she was offered yet another amazing opportunity.  In January 2015, she accepted a position as a Cognitive Behavioral Educator with Heartland Regional Alcohol and Drug Assessment Center. This position is by far the most rewarding position she has ever held! Once trained, she will be facilitating the Substance Abuse Program at Norton Correctional Facility. She has seen first-hand the transformation that is possible with this program. We can't wait to see what the future holds for her.

 She also serves as a committee member for the Employee Activity Committee, and the Safety & Recycling Committee at NCF. It has been a wonderful experience getting to know the others who work at NCF and assisting in planning events for staff. This committee is about boosting employee morale and expressing the gratitude that each and every employee deserves.

She recently became a member of the Staff Mentoring Program as well. She is currently assigned two mentees. This program allows seasoned employees to help newer staff become acclimated to the facility, policies & procedures and to help address any questions or concerns of the mentee.
